Waigani payout illegal, says Agiru

SPECIAL support grants (SSG), memorandum of agreement (MoA) and tax credit funds are not cash grants that can be collected in Waigani, Southern Highlands Governor Anderson Agiru said yesterday.
Mr Agiru said he had put the Departments of National Planning and Finance on statutory notice to ensure that these constitutional grants conform to the Organic Law on Provincial and Local Level Governments.
Governor Agiru said that under the Public Finance (Management) Act, the provincial administrator was the section 32 officer (under that Act) to receive that money and anybody else would be a breach of this Act.
Governor Agiru made the remarks in the wake of probes into the alleged payment of K53 million to individuals and groups in Port Moresby in defiance of a court order and top Government instructions.
