Should so-called City Rangers with no IDs impose fines?

Are “City Rangers” working around the city? Can someone from the City Hall clarify this?
I was with my family waiting to see a friend around Manu-Auto Port and sent one of my boys to the shops to buy us some soft drinks whilst waiting.
When he came back with drinks, he was followed by some dirty, rugged-looking men (some very old) to demand payment, because he absent-mindedly threw a buai skin next to the drain.
For that buai skin, I asked them how much they charge, they replied K20. I further asked if they have ID’s with them, they said that they were “mere volunteers” of what was called “City Rangers”.
I asked how they receipt commuters, they showed me a receipt book (I don’t know if the receipt book was valid, they wouldn’t show me).
Well, I didn’t pay what they asked me but only gave enough, because they started threatening that if we don’t pay up then my boy had to help them clean around Manu-Auto Port.
Can the authorities check this out, before something drastic happens like an ethnic clash around that area?
