NHC – favouritism or corruption?

I would like to air my disappointment with regard to how National Housing Corporation (NHC) officers deal with their clients.
I approached the office last year to register my interest for purchase of any of their properties.
The manageress asked for a formal letter to be written and also advised me that certain properties were to be sold.
I put in my letter and was optimistic of a positive outcome.
To my suprise there was no acknowledgement of my letter and to make matters worse, a Minister (not a local from Madang), who was in Port Moresby, had apparently purchased one of the houses that was sold.
I really think there is something suspicious happening with the sale of NHC properties and I would like to see an investigation carried out.
Because I am a local resident capable of buying the property here in Madang, I deserve to be given priority over a non-resident of Madang town.
