Finance settles claims for K3.8b

A TOTAL of 2,677 claims of K300,000 and
above representing a total value of K3,858,745,113.41 was paid out by
Department of Finance between Jan 1, 2000, and July 1, 2006.
This was revealed last week in a documented statement submitted by Heni
Vada, the accountant to the Department of Finance Commission of Inquiry.
Mr Vada, who heads the Finance inquiry’s investigating team told the
inquiry chaired by retired judge Maurice Sheehan last Thursday, that
their investigations revealed that the 2,677 claims of K300,000 and over
against the State, came in two categories.
The first category is court orders, which includes default judgments,
consent orders and Deed of Settlements.
He said the second category was other payments category.
“Under this other payments category, a total of 2,285 payments totalling
K3,499,314,977.91 were registered and paid between 2000 and 2006 by the
Department of Finance.
“These claims were not court-related but payments for services rendered
to Government agencies and departments and included arrears,” Mr Vada
said.
He said other payments also included in this category were for rentals,
phone bills, water charges, transfers of grants to provinces and
overseas missions, POSF contributions and royalty payments, among
others.
Mr Vada said under the ‘court order category’, 382 claims were
registered with the Department of Finance against the State, and from
these, a total of K359,430,135 was paid out in that period.
He said under the Claims By and Against the State Act, a total of 8,519
claims were registered between Jan 1, 2000, and July 1, 2006.
Of these, 390 were paid out, 61 of them valuing over K300,000 and their
total value being K78,971,967.88.
Of these, K20,143,565.88 has been paid out, leaving the balance of
K58,828,404 yet to be paid.
