Huafolo ‘not
co-operating’

POLICE director of prosecutions Chief
Superintendent Thomas Eluh has expressed frustration over the lack of
co-operation from reinstated senior police officer Raphael Huafolo to
complete an interview and investigation into allegations that led to
disaffection in the police force.
Mr Eluh had written to Police Commissioner Gari Baki to stress his
frustration, saying since that Oct 24, Mr Huafolo has appeared to have
abandoned the interview.
“I did everything to have him arrested but to no avail because he was
unco-operative and continued to evade police.
“If anyone is to be blamed for the long delay, it is Mr Huafolo and not
me or anyone else,” Mr Eluh said in his letter dated March 13.
He said the investigation must be completed and it was important that Mr
Huafolo attend the interview.
He added that the matter was not an administrative police matter but a
legal issue.
“I want to make it quite clear here that I am not trying to undermine
your decision to reinstate Mr Huafolo … however, this matter is not an
administrative matter but a legal matter of which the judicial process
has started and that the only rightful forum to deal with this is the
court and no other,” Mr Eluh said in the letter.
He said of the accusations that he was involved in a conspiracy leading
to Mr Baki’s arrest and that of the pending investigation against Mr
Huafolo: “May I make it quite clear that I very much welcome any action
you intend to take against me and other senior officers.
“However, before that can happen it must be noted that first thing is
that Mr Huafolo must attend the ROI (record of interview) and the
investigation against him must be completed before any other action you
and Mr Huafolo may want to take against us,” Mr Eluh said in the letter.
