Treasury roll-out plan benefits only few

THE Kagua-Erave district treasury office was jointly opened by local MP and Minister for Higher Education David Basua and Kundiawa-Gembogl MP and Industrial Relations Minister Mathew Siune recently.
Only a handful districts have benefited from the treasury roll-out programme which appears to be implemented at random at the discretion of the MPs.
I have worked with the district and provincial government system for many years as a patrol officer and my experience tells me that we do not need fully-pledged financial accounting systems at the district levels.
This is because the Government does not have the institutional capacity to sustain such a programme and operations, especially basic things like manpower, buildings, electricity, computers, and so on.
We are “putting the horse before the cart”.
In the first place, the Government should be looking at programmes that will help the people generate money to deposit in the banks.
