Appoint a tough, decisive chief secretary

AS a professional public servant, I would urge the National Executive Council to appoint a tough, decisive and experienced person to succeed Joshua Kalinoe as Chief Secretary to Government.
With due respect to Kalinoe, he was too weak to dictate reforms and break the conventional policy options to change the development scope of Papua New Guinea.
Countries like Malaysia did not subscribe to the policies of Work Bank and International Monetary Fund to survive the Asian financial crisis and today, they continue to experience double-digit growth.
Our Treasury Department continue to embrace the policies of these two world bodies which have trapped many development countries in a vicious debt trap.
That is why PNG has had an average GDP of below 1% in the past 30 years.
The only person who can map a way forward for PNG is Issac Lupari who heads our foreign mission in Brussels.
Having headed the finance and planning and works departments, he is better placed to crack the whip to change laws, regulations and policies that impede growth of new investments.
