Aliens under scrutiny

PARLIAMENT yesterday passed the Employment of Non-Citizens Bill 2006, which allows for the control of non-citizens employed outside of the public sector.
Labour and Employment Minister Matthew Siune said the bill would bring about significant changes to employment laws, which had remained the same over the past 30 years despite global changes.
Mr Siune said the previous law had failed to keep up with the changes; hence a review was conducted throughout the business and public sector and culminating in the recommendation for a change.
“Many of our people called for certain jobs to be reserved for Papua New Guineans and believed that foreign workers must share their knowledge and skills.”
He said the passage of the bill would allow for this to happen.
Mr Siune said the law provided a balance between the needs of the economy for foreign labour and aspirations of Papua New Guineans for decent work by assisting business to attract and retain the services of qualified, skilled and experienced non-citizens without unnecessary impediments.
The law also promotes a work permit system that contributes to the creation of employment, training and skills acquisition opportunities for all Papua New Guineans.
He added that red tape would be removed in work permit applications, which will be straightforward.
“It would cause no inconvenience. Renewing work permits will be easier,” Mr Siune said.
He also added that under the new law, any foreigner who wished to work in PNG must be able to converse in English and communicate with our people.
