Kaupa bats for checks on ballot paper handling

NEWMAN Kaupa, the candidate endorsed by Pangu Pati in Port Moresby has urged candidates and interested parties to seek a Supreme Court direction on how the printing of ballot papers should be carried out.
He said this should be done to avoid possible anomalies and undue influence by candidates and electoral officers during the voting day.
Mr Kaupa, who is a Seventh Day Adventist pastor, further urged the candidates to petition the Electoral Commissioner to make public a check-and-balance system in the printing and delivery of ballot papers that should cover stages from loading, unloading and transferring right through to polling and counting places.
He said although elections laws are in place, their enforcement would make them vulnerable to manipulations.
“Ballot paper manipulation could involve the security services and the management of the elections by line managers and their subordinates at the polling place, transfer, loading and unloading of ballot boxes and the actual counting of ballot papers in the tally rooms,” Mr Kaupa said.
“I wish to point out that the personnel appointed and involved, particularly the election managers and security service, remain a big concern.
The enforcement of check and balance at all levels is the order of the day to effect accountability and transparency, he said.
