Donor coordination strategy formulated

THE Government will soon put in place a clearly defined donor coordination strategy to identify how best the Government could utilise funds from donors including bilateral and multilateral agencies.
In announcing the plans, Chief Secretary Isaac Lupari said that donor coordination would ensure that donor participation in the development agenda for Papua New Guinea was enhanced through effective coordination.
“There was so much funds that the State could utilise for economic development and the alleviation of poverty.
“However, we had lost sight of who was doing what in terms of donor funding. Each Government department was doing its own thing and talking to donors without a coherent coordination of donor activities in this country.”
The Chief Secretary said effective coordination of donor funds had been weak since the devolution of the Office of International Development Assistance (OIDA).
“Because of this, PNG had been faced with the problem of coordination among ourselves internally.”
Mr Lupari stressed that the importance of coordination was to ensure that there was proper planning of the use of donor funds.
He added that there was no coordination among the donors themselves, which was contrary to the Paris Declaration, which called for improved coordination among all donors.
With the finalising of the strategy, the Government would soon embark on the first national donor consultation process to review the donor funding in the country.
The Government hoped that this consultation process with the key stakeholders would become an annual event.
It would also be an avenue to discuss major implementation issues.
Mr Lupari said the National Government would use this avenue to spell out the National Investment Programme and assign donors’ lead roles in sectors in accordance with their comparative advantage.
