Eastern Highlands sets up budgetary watchdog

MONITORING the implementation process of the budget will become the main priority of a new provincial budget implementation and monitoring committee (PBIMC) for Eastern Highlands province.
Eastern Highlands administrator Munare Uyassi announced this at the launching of the committee in Goroka on Wednesday.
He said the committee would do the budgets and monitor the implementation process to ensure money allocated for specific projects are used for their intended purposes and that results are achieved.
“ The new committee will monitor for the projects in the districts and report to the administration,” he said.
He said monitoring the performance of budgetary implementation had been a stumbling block in the province.
“We did not know whether the projects and items in the budget and funds allocated were carried out or not,” he said.
The new committee replaces a previous one comprising district administrators and public servants.
He said the new committee would include representatives from donor agencies and top public servants.
“Past experiences showed that district administrators on the budget committee were pushing for projects in their respective districts to be funded and this created an unfair distribution of the province’s money.
“The new committee will be neutral and would distribute the province’s money without fear or favour,” Mr Uyassi said.
He said Eastern Highlands province could be the only province in the country to have a PBIMC to formulate the budget and monitor its implementation and report back accordingly.
The committee members are Ben Ulopo (chairman and director), Solomon Tato, John Gimiseve, Paul Makeso, Sansip Boromana and Nick Gopave.
