Telephone subscriber in need of a working landline

MY house phone has stopped working since June 20.
I called 014 to report and finally got through two days later.
A lady answered “Hotine” and I told her I wanted to make a report.
I was advised to call back on June 25 (Monday) as there was no one to attend to my problem.
When I tried to call that Monday, nobody answered the phone.
It was the same the next day and finally on June 29 (Friday), somebody picked up the phone, listened to my trouble and gave me a job repair number (Job #4324631).
Last Aug 10, a linesman came but failed to fix my problem, saying it’s no longer line problem but something else.
I can’t make or receive a call.
Whenever I tried to make a call, a recorded voice message would say: “The number you have dialed is not available … etc, etc.”
Telikom acting chief Peter Loko publicly announced that subscribers whose landlines stay dead for this length of time are entitled to a B Mobile handset and call credits. I think I am entitled to that.
I need a working landline phone to access my emails.
