THE role of the provincial governor is most crucial to the progress of
the nation, the Minister for Inter Government Relations Andrew Kumbakor
stressed yesterday.
Mr Kumbakor was speaking before provincial governors and administrators
during a one-day briefing in Port Moresby yesterday.
He challenged the governors to coordinate stakeholders involved in the
development of the provinces, including the private sector, donors,
civil society and other relevant agencies.
“Developing sound policies is one thing but implementation is the
greatest challenge.
“The role of the provincial governor is vital if not the most crucial in
carrying out development programmes,” Mr Kumbakor said.
“The challenge is how we mobilise as one to implement Government
policies and achieve results which are really what our people deserve,”
Mr Kumbakor said.
He said challenges faced by governors resulted from the nation’s
diversity in culture, geography and development priorities executed by
19 provinces, 89 districts, 300 LLGs and 600 wards, civil societies and
private sector partners.
“Your role is so vital not only for your respective provinces but the
nation in coordinating and driving that change that people desire,” Mr
Kumbakor told the governors.
He urged the governors to support the key Government policies on:
*Medium-term development strategy;
*District services improvement programme;
*National agriculture plan;
*Public sector reforms;
*Transport infrastructure, education and
health plans and reforms;
*Land and urbanisation reforms; and
*Reforms in the mining sector.
“Many of the national policies had started being implemented and they
need your support,” Mr Kumbakor said.
The governors’ meeting was organised by provincial and local level
Services monitoring authority secretariat (PLLSMA) sponsored by AusAID
and the Government.
PLLSMA was formerly the National Monitoring Authority.
