Ridiculous to charge school children adult bus fares

LAST Friday (Sept 7) morning, while travelling to Unitech on the same PMV as me, were two primary (elementary) schoolchildren.
The “boss” crew charged every passenger K1 as fare. The two children, around the ages of eight or nine, gave 50t each to the “boss” crew. Instead of accepting their fare, he forced them to pay K1 and threatened to drop off the kids along the Boinamo Enterprises gravel pit.
This is very inhuman because common sense did not prevail. How and why should this be happening to schoolchildren?
There is no standard fare for travelling within Lae city boundary limit and passengers can sometimes end up paying K4 just to get from point A to B and back.
Can the appropriate authorities come out with a proper fare structure and routes PMVs are supposed to cover?
I am sure the Morobe Provincial Land Transport Board, the Transport Department and Traffic Registry Office have approved some sort of fare structure and routes.
I hope the authorities will advertise the proper bus fares in the print media and EMTV so that every Lae citizen will know the correct PMV fares and pay accordingly.
