New law to give power to district administrators


DISTRICT administrators will now take charge of all public servants in the districts under the new district authority legislations which will be implemented by new Public Service Minister Peter O’Neill.
Mr O’Neill said this when revealing his plans to move the public service machinery for effective delivery of services to the rural districts of the country.
Mr O’Neill said the main reason was that there was lack of supervision of public servants in the districts resulting in the decline of services.
Mr O’Neill said the district authority legislation was not a government but a service delivery mechanism.
“We have a unique system that people think that the Member of Parliament is the service deliverer but in fact, it is the public service.
“When there is a break-down in health or other services, they blame the Member of Parliament; it is for that reason we have to combine the efforts of the political leaders and public service machinery to deliver services to the communities.
“I think we have developed a structure that will sort out the problem of lack of service delivery in the rural areas,” he added.
