ECP under cloud


THE future of the Enhanced Cooperation Programme (ECP) with Australia is under cloud with the Somare Government announcing it was reviewing it.
Public Services Minister Peter O’Neill said yesterday they would be reviewing the effectiveness and suitability of the placement of Australian officials in Government departments under the ECP.
Mr O’Neill said the ECP arrangement had now been in place for sometime and the Government needed to determine how effective they had been and whether they represented the best way to improve the management and effectiveness of the public service.
“I am particularly concerned about the training and skills learning aspects of the programme. I am far from confident the level of priority and attention that needs to be given to training and skills learning for our public service has been delivered,” Mr O’Neill said in a statement.
“I believe the time has come to have an honest review of the ECP and its impact on the public service, and I will be recommending to the Prime Minister and the NEC that we undertake the review as a matter of priority.
“When we have completed the review, we will need to have further discussions with the Australian government on the appropriate way forward.”
