Rai Coast Open by-election set for Nov: Trawen

THE by-election for the Rai Coast open electorate in Madang province will be held next month.
Electoral Commissioner Andrew Trawen made the announcement yesterday at a news briefing.
The by-election will now take place following the Supreme Court’s decision to quash an appeal by the member-elect and convicted rapist James Yali.
Mr Trawen again stressed that their decision to allow Yali to contest the National Elections was based on principles of law.
The by election dates are as follows:
*Oct 11 – issue of writs
*Oct 17 – close of nominations
*Nov 10 – polling starts
*Nov 16 – polling ends
*Dec 7 – return of writs
The total cost of the exercise is K897,804 with K325,479 going to security operations.
The commission will also trial the new electronic counting system as stated under the new Organic Law on the National and Local Level Government Elections.
Mr Trawen said the new system was simply putting the ballot papers into a machine to count the votes and the counting officials would do manual recheck.
The system had been used in other countries and EC will try it in the Rai Coast by-election to see if it will work.
