New city boss tops NCDC board agenda

THE National Capital District Commission (NCDC) board meets tomorrow for the
first time since the general election and top of its agenda are the
appointment of the city manager and the budget.
Among the candidates for post are acting city manager Lesley Alu, former
minister Nick Kuman and Col Walter Enuma of the PNG Defence Force.
The others are Eva Kola, Vai Reva and Aiwa Omi.
Ms Kola was dismissed as city manager when Wari Vele became governor of the
NCDC, for alleged abuse.
Mr Reva was a former managing director of Investment Corp.
Mr Omi was a former ambassador and chief executive of the national events
council and contested in Simbu in this year’s general election.
Col Enuma is the commanding officer of Goldie River Barracks and played a
key role in the extradition of mercenaries during the Sandline crisis.
The board is expected to recommend five candidates from the list of six to
the Public Service Commission which will then submit three names to the
National Executive Council for a final decision.
Sources said the board would also discuss the future of four senior
executive managers suspended by Governor Powes Parkop.
They said Mr Parkop had no such authority under the Public Service General
Orders.
“The Governor has authority over the city manager the board members but not
officers down the line.”
A source added that the NCDC was covered under the Public Service General
Orders although it was set up under its own Act.
The four senior officers are finance director Raula Galeva, administration
director Frank Mackanui, social services director Felix Guise and youth
manager Paul Kay.
