Empowering people on rural development
Provincial and district treasuries will come under more
scrutiny as the Government begins implementing the medium term development
strategy by putting more emphasis on rural development.
This emphasis was evident in the current passing of the 2008 budget focused
on empowering the people.
Districts have received a record K10 million each prompting concerns that
district treasuries do not have the capacity to effectively manage these
funds.
Minister for Finance and treasury Patrick Pruaitch made this remarks during
the official opening of the 11th provincial treasurers conference at
Busamang outside Lae last Monday.
“Already provincial and district treasuries throughout the country can
expect massive increase in responsibilities and accountabilities,” Mr
Pruaitch said.
“I expect ownership and more commitment from 19 provincial treasurers, 86
district treasurers, accountants and public servants to uphold and protect
the integrity of the Public Finance (Management) Act.”
He challenged delegates to discuss and find the best way forward.
He challenged the 100-plus delegates and called for all public servants to
observe the Public Service General Order which are the basis for good
behaviour and attitudes.
“Ethical innovation according to the theme of this conference is needed in
the public service machinery and all management and financial reports must
be properly completed and submitted on time,” Mr Pruaitch said.
He said the Finance department is only one component of the entire
government machinery and can only carry out its mandated tasks effectively
with consultation and collaboration among all stakeholders.
“We can maintain the current favourable economic condition through
micro-fiscal discipline, and provincial and district treasuries play an
important role to ensure prudent management of public finances.”
He reminded district treasuries that management reports to the Joint
District Planning and Budget Priorities Committees was of paramount
importance to ensure funds in districts are spent according to resolutions.
Mr Pruaitch also called on provincial and district treasuries to make sure
funding for various projects are accounted for.
