Access to donor funding hard, authority says

DEPUTY managing director for the Conservation and Environment Protection Authority Dilu Muguwa says the procurement process for intermediaries to access donor funds is complicated.
“For multilateral agencies or donors like the Global Environment Fund, they find their money through intermediaries like the United Nations Development Programme which is the middleman or facilitator of the funds,” Muguwa said.
“But UNDP has got some cumbersome procurement process in the name of transparency and accountability.
“If we ask for a project funding, we have to write some project documents. They will have to vet it and all the approvals have to come from their headquarters in Bangkok.”
He said a lot of funds had been coming into the country for environment and conservation facilitated by UNDP but there was no successful project implemented.
