Ngangan stresses on efficiency, transparency

FINANCE Secretary Dr Ken Ngangan has stressed the importance of efficiency, transparency and accountability in the use of provincial and district funds.
“We are the custodians of public funds,” Ngangan told the provincial and district finance managers’ conference in Tari yesterday.
“No one toea of the K5 billion (in provincial and district funds) as mentioned by the (Finance) Minister (James Marape) exceeds our provincial and district finance offices without our signatures.
“Our role is to ensure that there is efficiency, there is transparency and there is accountability of those funds.
“Those three words are very important in the transaction of the provincial service improvement programme and the district services improvement programme.”
Ngangan said it was imperative that everyone knew how PSIP and DSIP funds were being spent and for what purposes.
“Everyone must know what is being paid,” he said.
“Every one toea that leaves the provincial and district finance offices is going to make an impact that people can see and feel.
“Our role is to ensure that public funds that come into our custody are managed efficiently, transparently and accountably.”
Ngangan told the finance managers that they had a role to play by ensuring that politicians complied with proper PSIP and DSIP processes.
“We must understand that we are there to support (politicians). So while not breaking the law, we must be there to ensure that we provide the next best alternative.”
