Suffering student still waiting

WHY is the Department of Open and Distance Learning head office in Lae taking so long to process transcripts?
Students from its study centre in Gerehu, Port Moresby, have been waiting since last year and because of that they have lost their opportunity to apply for entry to tertiary institutions.
Can something be done to fix this?
