FINANCE Minister James Marape sounded confident in The National  two weeks ago when he said the balance of the tuition-free fees for the year was going to be released by the end of October. I can tell you schools are still struggling because they have not received the money and national examinations are just around the corner. It makes us wonder if his government thought how it was going to implement the policy and how much it would take each year to implement it because, it appears, that nothing is working – not even the work of those officers appointed recently to see to the delivery of the policy between the schools and provinces and the Education Deparment. Marape’s words are proven hollow, just like most election promises by politicians. Think before you open your mouth.
