City authorities say those who put empty tin cans on roads are a breach of the motor traffic act. Residents scatter empty tin cans to make it easier for motorist to smash them as they drive over. Some years back city manager Leslie Alu came out to say the Motor Traffic Act states that all roads must be clear of obstruction and placing tin cans on the road is illegal. The commission at that time called on the police and the Road Safety Council to impose the provisions.
