‘Shoot to kill’ order wrong

 I would like to give my brief opinion about the “shoot to kill” order that was issued by the Hela provincial police commander recently. He has no right to give orders to shoot to kill.  In the case of Porgera, Enga, the district was declared a “police state” where each “call-out troop” member may shoot to kill as they have done in many cases so far. We see no reason why Hela police is courting the idea of shooting to kill. The shoot to kill order should be reserved for the law makers and not the police commanders because in some instances, the police had been enforcing laws wrongly to provoke such community’s counter acts of arming themselves against rogue police officers.
