12 graduate from transport inspectors’ course in Madang

A FOUR-day transport inspectors course involving transport and police officials from Madang, Morobe and West Sepik ended yesterday in Madang, with the presentation of certificates to the 12 participants.
First assistant secretary land transport division of the Transport Department, Nelson Lari, who officiated the course, said it was to equip province-based officials with knowledge to perform several delegated functions from the department in their provinces.
Lari said the Department of Transport, like other national departments, had been allowed under the Organic Law on Devolution of Powers to transfer some of its powers and functions to provinces because of a lack of capacity in the department.
He said the establishment of provincial traffic registries and provincial land transport boards were examples of functions that had been transferred to provinces.
He told the new inspectors that they were now representatives of the Department of Transport in the province empowered to implement the delegated responsibilities.
The inspectors include provincial administration staff and members of the police’s traffic unit.
The transport inspectors will have powers to enforce several aspects of the Land Transport Acts to ensure safety on the roads.
