Advertise overdue positions in depts

PUBLIC Service Minister Joe Sungi should direct his department to advertise overdue departmental head positions as required by law before the three-month expiry date of the contract holder.
There are a few departments who have acting secretaries that were appointed under general orders 8 for prolonged periods – some over two years.
This shows weaknesses in the management of public service machinery at the top level.
In the Department Foreign Affairs and International Trade, a substantive secretary has been suspended last Nov 30 without any outcome for almost 11 months while her contract of employment may have effectively expired during suspension. In Commerce and Industry, a substantive secretary was suspended for almost 2.5 years and will have his contract of employment expire on Dec 22.
All inaction by the Public Service Ministry only gives space of legitimacy to those in acting capacity to abuse resources and sabotage delivery of services because they are not on contracted to account and report on their key result areas of performance hence, denying real value for money opportunities for the country.
Take note of this deliberate oversight within his department and address it.
