Alcohol abuse causing problems in settlements

I RESIDE in one of the settlements in the heart of Port Moresby and can honestly say that all the problems occurring in the settlements have never been addressed by law enforcement authorities.
Authorities are only being reactive rather than proactive; they only wait until the situation gets serious before stepping in.
For instance the selling of alcohol in settlements has been going on without any proper control or restrictions and alcohol consumption by the under-aged is unbelievable.
Anyone can sell beer these days in the settlements and people drink until early morning.
Public servants well as private sector workers who reside here in settlements due to the excessive cost of accommodation in the city are affected, so how can they perform their best when drunkards are partying non-stop?
It is time the NCD governor steps in and solve this social problem in the settlements.
