Are boarding schools considered in GTFS?

ON Jan 11, a notice was issued by the Government concerning the government tuition fee subsidy (GTFS) funding, published in The National.
It mentioned a project fee of K200 for secondary schools across the country.
The publication said GTFS would be paid three weeks after the start of the academic year.
That is fine for day schools but what about the boarding schools and institutions who need to feed their students?
Where will they get the money to buy food and other essentials?
The Government, for years had failed to disburse funds to schools on time, resulting in schools converting project fees into school fees.
This has resulted in parents paying thousands of kina as school fees.
The Government is inconsistent in paying its component.
Some schools receive their funds at the beginning of the school year, some mid-way though and others at the end of the school year.
They all, however, receive their GTFS funds.
But what about the school fees being paid by parents at the beginning of the school year?
Schools do not bother to reimburse the fees to parents; this is stealing.
Malala Catholic Secondary School and Holy Spirit Memorial Secondary School in Bogia will be collecting K2,000 and K1,500 respectively for school fees this year.
Parents who can’t afford the fees will have their children turned away.
I appeal to the Education Minister Jimmy Uguro to send a team of auditors to these schools and others and investigate this issue.
