Being charged for NID card

ARE there charges to the issuing of the National Identification (NID) card and registration of citizens?
An NID mobile team came to 8-Mile settlement on the last week of May (May 27-31), and set their work station at Mosquito Club in the North East Electorate of Port Moresby.
They charged K1 for the NID form, K2 for a photo taken and K2 for the witness to sign his name.
You make a mistakes on the NID form and you pay another K1 for a new one.
A total of K6 was charged for the registration.
I am not sure if the registration policy has changed and people now have to pay.
Can the authorities explain?
