PRINCIPAL Magistrate Cosmas Bidar is retiring after 45 years of serving in the Magisterial Services.
Bidar, 65, of Bosmun village in Bogia, Madang, joined the Magisterial Services in 1975 – two months before the country became independent on Sept 15, 1975.
He is currently serving in the magistrate courts in Waigani.
He started as a magistrate in Kainantu, Eastern Highlands when he was only 23 in July 1975.
“It’s now July (2020) – 45 years,” he said.
“My first posting was Kainantu after graduating from the Administrative College in Port Moresby (now PILAG) as a magistrate.
“I travelled throughout the country, except North Solomons (now the Autonomous Region of Bougainville).
“I worked at Alotau, then to Vanimo, to Green River, to Oksapmin, to Bolubolu, to Misima, to Lousia in Milne Bay – everywhere – Kerema, Daru, Kikori, Balimo.
“It has been an interesting journey.”
He said all senior magistrates then were Europeans.
“Peter O’Neill’s father, Brian O’Neill, was my boss in Kainantu when I was first posted there,” he said. “He initially came in as a kiap as a patrol officer and he subsequently became a resident magistrate. So he was my boss in 1975 and 1976 in Kainantu.
“Those days, we had magistrates in all the districts. Today we don’t have the manpower. It is only the provincial centres which have magistrates.
“We had magistrates in all districts. Services were provided for the people.”
