Buai sold openly despite ban

 I WORK and stay in Lae and read about the buai ban in the city. However, two weeks in themain  city and I see the ban as simply a joke. Buai is sold almost everywhere. How buai is smuggled into the city is a mystery. In one incident, a policeman sold a bag of buai at Gerehu and angry sellers belted him up. Powes Parkop must ensure that the people at checkpoints and policemen are neutral so as to keep his policies and ban effective.
