Businessman forced to refund Easipay K5000

A businessman has been put on a two-year good behaviour bond for misappropriating K5000 belonging to PNG Power Ltd.
Justice Nicholas Miviri in the Waigani National Court described the crime by Xie Xiao Fang, also known as Jack Sia, 35, originally of China, as cheating PNG Power of revenue and the service they were providing.
“What the prisoner has done is cheated PNG Power of revenue which has been affected by his action because that revenue contributes to the cost of maintaining and supplying power to all,” Justice Miviri said.
He said if the conduct of persons like the accused were not controlled with a strong deterrent and punitive sentence, their behaviour would continue
to affect the level and quality
of service provided by PNG Power.
Justice Miviri said Fang had an illegally generated an Easipay electronic voucher for K5000 by using a Chinese payment app.
He pleaded guilty and had reimbursed PPL the amount plus a penalty of K2000.
“Those who are in the country from their country of origin to do and to conduct business and live must respect the laws of PNG and adhere to them without failure,” Justice Mirivi said.
Fang committed the crime between May 25 and June 9, 2017 in Lae.
He is originally from Fuqing City, Fujian Province, and is married to a Papua New Guinean from Central. They have two children, aged 11 and nine.
Fang owns and operates Namora Ltd, a wholesale business in Waigani.
