Call for fairness in industry

TRANSPORT Minister William Samb says the shipping industry’s regulatory and policy must be fair, effective and practical based on universal practices.
“There must be a level playing field so that ship operators cannot gain advantage of cutting corners and compromising safety, security and environmental performance,” he said.
Samb said setting standards for maritime safety and security should be the focus for the National Maritime Safety Authority as a key organisation in economic development, transport and infrastructure.
Speaking at the launch of NMSA 2020-2024 corporate plan in Port Moresby on Friday, he said the plan sought sustainable outcomes in short and medium-term development aimed at delivering core legislative functions under the theme “promoting safety at sea – for the ultimate goal, for safer maritime transport and cleaner environment”.
“We all be aware of the aspects relating to ship design, construction, equipment, manning operations and disposal to ensure the vital transport sector remains safe effective, secure reliable and affordable,” he said.
Samb commended NMSA, after the Rabaul Queen disaster, regulations and technical standards had improved for shipping progressively for safer, more efficient, cleaner and greener operations.
“This shows that the marine casualties and pollution were being effectively regulated.”
