Cement is not the best solution

I REFER to the cementing of Lae roads.
It is not an engineering solution to the current problem.
This type of solution will normally come from an illiterate who has not been to school or someone who did not study engineering.
If it was proposed by engineers, have they conducted any in-depth study about what contributed to the collapse of Lae roads?
Roads sealed with bitumen can easily be graded and expanded unlike concrete with steel reinforcements.
Did these people take future road expansion into consideration when they proposed concrete roads?
It would be good if the authorities can explain why cement was used.
