THE Morobe provincial government has been making commitments to undocumented project proposals outside its budget and five-year development plan, Andrew Namuesh said.
Namuesh, the provincial treasurer, called on the provincial executive council to deliberate on projects, based on the five-year development plan, to ensure administrative and infrastructure development plans were based on the provincial budget.
He said for the past 15 years, most project proposals entered through the “back door”, and the provincial executive council knowingly or unknowingly debated and approved some while others were still pending.
Governor Kelly Naru admitted to the public in Lae last Wednesday that ‘within the past five years, more than K10 million in claims were still outstanding.
Namuesh noted that despite the availability of public servants from respective provincial divisions, people kept engaging private consultants to draft project proposals and that cost more.
He said it was a requirement in any project that needed government help, that proposals come from respective divisions signed by programme advisers.
