THE total cost of operating the civil service can be as high as K7 billion a year and taxpayers should be asking whether they are getting a return on their investment.
Who are the major taxpayers in this country that our good chief secretary is referring too?
It is my understanding that public servants are the major taxpayers because of the high income tax they pay.
Such statement affects public trust in public servants.
Off course, the chief secretary is right that there is significant room for improvement, however, our leaders should also acknowledge public servants who do their best with the limited resources they have and who are dedicated.
The question may be the breakdown in leadership and supervision.
The government should start from here and also find leaders who can do the right thing when no one is watching.
