ONE of the factors that contribute to the non-delivery of services in rural electorates is the non-performance of public servants.
Many of these public servants are not complying with the public service standing orders as stipulated in the Public Services (Management) Act amended in 2012.
In addition, many district administrators have lost their integrity and subsequently their respect that is why they don’t have control over public servants.
In some districts, chief executive officers (CEO) are facing allegations of misconduct in office and under Public Services Act, General Order 15, should be suspended from office without pay until cleared by the courts to retain their position.
Yet, they continue to occupy the district offices and perform their duties, therefore comprising the integrity of the district development authorities’ offices and lose the trust and respect of sub-ordinates.
As a result, “it is a case of who cares and who are you to control me” manner creeps in.
This has resulted in no services being delivered and people continuing to suffer.
In Morobe, we need to clean up public servants’ performances.
The administrator should look at district performances and make honest assessment of public service productivity.
In some districts, relatives of district administration staff are being employed.
In one case, the second wife of a district administrator was employed as the executive officer in an LLG.
Is that not an abuse of power by the district administrator where conflict of interest can impede the functioning of public service delivery?
In many cases, the public service general order 6 appears non-existent.
Public servants turn up any time for work with betel nut stained teeth and reeking of alcohol.
The minister for public service and his department should pay attention to the public servants blatant disregard of the Public Services (Management) Act and general orders.
The implementation of this Act needs review alongside the DDA Act 2014.
I appeal to the Morobe administrator to show transparency and strong leadership to look at such practices in the districts.
Or we will continue to be the resource rich province with a down trodden and stepped on people with nothing to show in service delivery.
