A BUDGET tracking initiative training programme will be conducted in districts to educate the people about budgetary processes.

Consultative Implementation and Monitoring Council executive officer Wallis Yakam said the aim was to promote accountability in a wide framework to allow for active local participation in the budgetary process and having access to budgetary information.

Council committee coordinator Elizabeth Avaisa said by understanding the budget process, people would be able to demand better services and question the implementation of activities associated with budget.

“The trainings include basic elements of the organic law on provincial and local level governments, roles and responsibilities at various levels and types of grants recurrent and development, who should participate at what level of the governing processes as per the organic law and District Services Improvement Programme,” she said.

“Importantly, it aims to educate local level government presidents, ward councillors, ward development committee members, church leaders, women, youths and non-government organisation leaders to equally participate in the budgetary and implementation process at their level.

“The training will assist the broader community and their leaders to understand the basic elements of the budget structures, systems and processes of how development grants are made available, used and reported on.

“Through training and information accessibility, people will be able to hold governments accountable for service delivery in districts and ward councils.”
