PAPUA New Guineans are not on the same playing field as Western societies.
The Government should increase the police manpower to 200,000 within the next 10 years, with increased support in logistics, salaries, remuneration and working conditions.
Consider moving the capital of Papua New Guinea to another location or have four capital cities in the main regions.
The movement of citizens throughout the country should be a qualified right.
Enforce the Vagrancy Act and let provinces gain autonomy.
