Court strikes out ranger’s case

A CITY ranger accused of attempting to kill a security officer on Jan 20 at Waigani Drive in Port Moresby had his case struck out for want of a police file.
Magistrate Tracy Ganaii in the Waigani Committal Court discharged Steven Bui of one count of attempted murder and ordered that his bail of K1,000 be refunded.
Magistrate Ganaii said a police file was not forthcoming, a record of interview was not conducted and the time allowed to prosecute the case (three months) had elapsed and, thus, the case was struck out.
She told Bui that police could re-arrest him if they gathered evidence and witnesses.
Bui, 43, of Kumakos village in Wapenamanda, Enga, was alleged to have shot Parapa Pula, a security officer with Guard Dog Security with a pistol after a confrontation at Waigani Drive.
Police alleged that Bui was seen on Jan 20, at around 4.30pm at Waigani Dr, driving a vehicle with registration number ZNC 430.
He was accompanied by other NCDC city rangers.
They stopped where a group of women were selling food and proceeded to chase them away breaking stalls and being aggressive.
Members of a nearby security firm shouted at the rangers to stop what they were doing.
During the argument, Bui allegedly took out a pistol and fired twice into the air and then fired directly at Pula, who was hit in the back. An injured Pula called for help and his colleagues mobilised and chased the city rangers away.
Pula was treated at the Port Moresby General Hospital.
Bui was later apprehended by the Criminal Investigation Division Unit.
He was taken to the Boroko Police Station where he was formally arrested and charged with a count of attempted murder.

    Has anyone in the police hierarchy took notice at all recently with all the cases getting thrown out due to police incompetence?? Wonder what they’re thinking and doing to improve their performance..

    • Another police incompetence story. How many cases are thrown out each day? This is totally ridiculous. What is the police hierarchy doing about this? Are these incompetent officers still paid full salaries? Non performance is a termination offence in a private sector but not so in the public sector. Only God will save our country from going to the dogs.
