Decentralisation creates duplicate for officers

 THE decentralisation of some public service functions has created a duplicate of services provided by provincial government, Bulolo MP Sam Basil says.

He said they now reported to provincial administrators while keeping their national departments in the dark.

Basil, the deputy Opposition leader, was speaking during a commission of inquiry into the provincial and local level governments. 

“Provincial agriculture, health, commerce and lands officers have no reporting connection direct to national departments,” he said.

“At the provincial and district level, our plans and programmes are different and not connected to national programmes.

“For example, with the districts support infrastructure programme in Bulolo, our focus is on roads and bridges, rural electrification, communication and LLG capacity building.

“There is a need to build three high schools but without a road connection, we are hampered. 

“Our children from Garaina and Waria are affected and we do not have the capacity to embark on simultaneous road and high school construction.
