THE government has now seen the right path to deliver goods and services. The mismanagement of DSIP and PSIP funds occur because there has been a failure to follow the process required when dealing with public finances.
I the government, and to those people who are thinking and seeing where the funds should be parked and taken out by the provinces and districts.
Some people think that the DSIP and PSIP money belong to them. Below are some way we can control DSIP and PSIP funds.
First, the department of implementation and rural development should have a governance framework. The governance framework should start with Cabinet, then the minister right through to provincial and rural district leves and village levels.
This process should show the communication process as well as the monitoring and control systems. If the process is there, then it will work.
Somewhere in your governance framework, you should have the member elect and his project manager. The project manager shall be a qualified person on the government payroll and well remunerated.
The project manager shall plan all projects and that process should be properly reviewed before any money is paid out.
The design and development of audit checklist templates should be included in the project proposal. This may sound like a lot of work for the member, but it is not the member’s work to plan and prepare projects. That job rests withthe project manager.
The Pubic Finance Management Act should be used as a guide when projects are being proposed and funds applied for.
The contract and procurement process shall be done at the provincial level for PSIP funds and district level for DSIP funds.
