JUST want to share this point on the importance of constitutional grants and the demand of customary obligations.
Let me clarify that the District Service Improvement Programme (DSIP), District Service Grant (DSG), Provincial Service Improvement Programme (PSIP) etc are constitutional grants which are budgeted and dispersed under strict constitutional guidelines.
It’s becoming a habit in all parts of the country that we, the people, are giving demands to our MPs and governors and making unnecessary claims for money for funeral, bride price, medical assistance, plane ticket, bus fare, etc, which are not warranted.
Those claims are regarded as personal and it is outside the frame of the constitutional grants guidelines.
Unnecessary demands can lead our MPs to overstep borders which will tarnish and put their integrity into question.
Honourable Members of Parliament, please avoid such claims that can change the mindset of our people.
I also encourage all MPs to conduct public awareness in your respective electorate and province on this matter to clear things up with the people.
