AN operational manual was launched yesterday to help improve service delivery at district level.
The 65-page Department of Provincial and Local-Level Government Affairs (DPLGA) manual was produced by its governance and institution development division (GID) aimed at making service more efficient and promote good governance through education of elected leaders such as presidents, ward members and officials.
In his keynote address, DLPGA secretary Munare Uyassi said the LLG, lacking administration, has been overlooked for years.
“Local-level Government is a very complex system of government,” he said.
Uyassi said a lot of work, such as increasing resources and improving basic infrastructure to improve LLG’s effectiveness, needed to be done.
He also said a recent study done for local councillors would also provide the government with adequate information for reform so we know what to expect.
