Dept to release warrants monthly: Abel

Treasury will be releasing expenditure warrants on a monthly basis, says Deputy Prime Minister and Treasurer Charles Abel.
Abel told The National yesterday that Treasury would try to release expenditure warrants on a monthly basis, according to the advice of the budget management committee chaired by Chief Secretary Isaac Lupari.
“Most provincial governments have already submitted their budgets, with Morobe submitting one of the highest provincial budgets this year,” he said.
“Once we receive the budgets, Department of Treasury clears those budgets within one week or advises of discrepancies, etc.
“Department of Treasury tries to release expenditure warrants on a monthly basis.”
Abel said the committee met weekly.
Based on cash availability, it advised Treasury on warrant release and Finance on funds release against the warrants.
“Greater priority has been given to provincial functional grants which were fully funded in 2018,” Abel said.
“This is made possible because of all the effort made through the 25-point plan to improve revenue, financing and discipline in the budget process.”
