Dog attack on suspect inhumane, unprofessional, Kauba says

THE deputy police commissioner has ordered an immediate investigation into an incident where three policemen allowed their dogs to attack a drug suspect in Port Moresby.
This comes after a video footage of the incident, which is believed to have occurred in Gerehu, went viral last week.
Describing the incident as “inhumane” and “unprofessional”, Simon Kauba said he had directed NCD Central commander Jim Andrews to investigate.
Apart from Andrews, he summoned NCD metropolitan commander Supt Andy Bawa, and dogs director Chief Insp Elisha Tanaleo to his office after learning of the incident.
Kauba said the suspect, who fled, could lodge a complaint.

The video shows a man sitting on the ground before the policemen prompted the dogs to attack him.
The attack lasted about 30 seconds.
The suspect, whom police said was believed to have sold drugs to schoolchildren and was wanted for questioning in relation to a car theft, tore off what was left of his shirt and ran into the bushes.
Kauba reminded police personnel that everyone is presumed innocent until proven guilty by the court.
“Our job as police officers is to enforce the law in an impartial and objective way,” he said in a press statement.
“The police top management will not hesitate to come down hard on policemen and women who do not respect the constitutional rights of individual citizens to a fair trial without being subjected to such inhumane treatment.”
