Eastern Highlands jobs scam

THE Department of Personnel Management has a policy of one position, one person, one pay. Eastern Highlands is in defiance of that policy.
Up in Eastern Highlands, you can find several positions with two people doing the same job and getting paid for it from two different sources.
The substantive officer is paid through the government payroll while the other is paid from internal revenue funds.
Internal revenue funds are supposed to supplement PSIP/DSIP funds and used for developmental purposes.
Governor Peter Numu was not happy with the depletion of internal revenue funds and during a recent provincial assembly meeting directed the new provincial administrator to address the issue immediately.
The ball is now in the court of the current PA.
