Education division blocks teachers’ postings, says TSC

THE Teaching Services Commission (TSC) has accused the Morobe provincial education adviser and chief adviser to the provincial education board (PEB) of foul play regarding teacher postings this year.
TSC’s Momase regional adviser, Joseph Ouyoumb, recently wrote to the provincial education adviser, Murika Bihoro, accusing him of, among other things, overlooking tenure appointments and reclassifying positions and in turn breaching the appointment regulations and policies.
This reprimand followed allegations of numerous complaints from members and major partners in the province who are alleging irregularities and anomalies in the 2010 teacher’s postings in Morobe by the provincial education board.  
Teachers complained that postings were being used as a form of punishment and that reclassification of
positions and overlooking of tenure appointments were in breach of appointment regulations and
policies resulting in the displacement of legitimate substantive holders of positions held by the experienced teachers.
Mr Ouyoumb letter partly read … “you have totally ignored the legitimate processes and procedures and failed to give clear advice to the provincial education board on the teachers’ appointments under the
Teaching Service Act and the Education Act”.
