I COMMENT on elements of corruption observed within the government procurement system resulting in theft of funds without actual projects being delivered according to original scope.
One common trend observed is that money is paid upfront without contracts delivered according to scope and within original technical estimates.
Another prevalent one is an element of conspiracy to defraud through mis-procurement and entertaining non-conforming bids or unfair change of scope without the benefit of some tenderers.
Once it’s an open public tender with the given scope there should be no change of scope after the award of contract as it all amounts to conspiring to defraud the state.
Any variations of the contract delivery must always be within the scope.
Anyone caught in this saga whether you are on the CSTB or PSTB to award state contracts have to abide by the procurement laws of the country.
One cannot simply defend its own action to change the scope or goal post after the award of contact and say that goods or services for that matter has been delivered according to the new scope.
In such cases, evidence have to be provided that all bidders were given the same benefit of the doubt to bid under a new scope.
All procurement jobs comes with accountability so as the contractors.
Let the National Fraud and Anti-Corruption have to look at the matter a bit differently and hook up everyone in the value chain of so called government procurement and make it a lesson for others to learn from into the future.
It is time for PNG to wake up and remove this cancerous scheme of things that has been sucking all public monies without nothing to show for interns of value for money outcomes.
